The new Somali Prime Minister, Mohamed Abdullahi Mohamed, yesterday paid a visit to AMISOM Force Headquarters in Mogadishu and was briefed on the mission's activities by the Force Commander, Maj. Gen. Nathan Mugisha.
The premier expressed his gratitude for the support that the Transitional Federal Government had received from the AU peacekeeping mission, noting that they were instrumental to the success of the Somali peace process and the rebuilding of the country's institutions.
He also thanked AMISOM for the humanitarian support the mission continues to give to the residents of the city through the provision of free medical care and potable water.
Gen. Mugisha, on his part, assured the premier of AMISOM's continuing commitment to helping Somalia rise from the ashes of the last two decades. “A strong, independent and prosperous Somalia is not only good for the Somali people,” he said. “It is also the continent's best defence against the evils of international terrorism and maritime piracy.”
Accompanied by the Force Commander, Prime Minister Mohamed also toured the Al Jazeera Training Camp where he was shown a model barracks under construction. AMISOM instructors at the camp are training recruits of the Somali national army, from the strategic and tactical command to infantry soldiers. Over 4000 soldiers and officers have so far been trained in the two years the camp has been operating.
The Prime Minister later toured government positions and bases in the city where some of these troops have been deployed and was received warmly at Hoshi and Villa Baidoa.

Northern Somalia:Surcharge on Remittances
by Adan H Iman
Tuesday, July 27, 2010
Mareeg.comThe newly elected president of Somaliland, Ahmed Mohamed Mohamoud Silanyo, inherits a state which is unrecognized by the rest of world. In political terms, the country is isolated: it has hardly any diplomatic representatives in its capital, and with few exceptions, Somaliland emissaries are not stationed in foreign capitals. As a consequence, the country lacks any access to the international financial system and qualifies little, if any, bilateral and multilateral financial assistance whether it is credit or direct aid. Additionally, international corporations can not invest because of the high risk to stockholders capital in a country where there are no diplomatic ties with mother countries.
International isolation is coupled with the dire condition of the local economy. There are no manufactured goods or other products, except for livestock, which are exported to the outside world. Local food production has dwindled over the years and most products for basic necessities are imported. The rutted and debilitating roadways in Hargeisa, the capital city, which are worse than it were in the 1960s, is emblematic of the general wellbeing of the country.
In general the economy is fueled by remittance from the Diaspora. Revenues, which total only in the tens of millions, are collected, due to pervasive corruption, from those who do not have political connections such as small traders ( caanalayda iyo bacadlayaasha). Those who have political connection are known to evade paying their share of taxes.
President Ahmed Mohamed Mohamoud Silanyo inherits this dire economic and political situation. How can he then take the people to the Promised Land, as he pledged during the last months of the campaign? How can he lead the country towards economic growth and international recognition?
The search for international legitimacy will be facilitated by the fact he embodies the will of the people by being legitimately elected by the people. He is not an incumbent who somehow got reelected by manipulating a re-election effort as is common in third world countries; he is an opposition candidate, who, without question, in a free and fair election, defeated an incumbent, a very rare occurrence in third world countries. This fact will be helpful to him when he meets foreign leaders. He will therefore make more mileage into the search for recognition and will most likely be able to secure more financial assistance.
But he should NOT only look to the outside world for help; he must look into the domestic front to raise some capital to fix, among other areas, the roadways in the country and first and foremost that of the capital. As they say God helps those who help themselves. In the same vein, the rich countries will help only those who help themselves and take concrete steps towards that goal.
Remittance sent to the country by the Diaspora should not be immune to taxation. If the small traders who etch a living by hustling, under the scorching sun, all day long, are paying their share of taxes, why should not those who receive hundreds of dollars each month? I do not speak for the Diaspora, but given how patriotic they are and love to see their country develop, they would not mind to add few dollars each month to the bill they send each month only and only if that surcharge is used transparently, and dedicated towards the development of the country.
There is difference between when a candidate is campaigning for office and when a candidate wins and is faced with the awesome responsibility of governing a nation. President Ahmed Mohamed Mohamoud made it clear he means business and is determined to move the country forward. He deserves the full and continued support of the people in Somaliland. May his tenure in office lead towards the fulfillment of the aspirations of the people, which is economic progress and international recognition.

Elections and coming up bloodshed in North West Somalia
by Aden Mohamed Ismail
Tuesday, June 29, 2010
For the two decades, Mogadishu a pearl at the Indian Ocean achieved popularity as centre for massacring human being and the destruction of what the Somali Nation collectively established for more than three decades. In contrast to that, Hargeisa ones been barbarically destroyed by the last Somali Military regime, demonstrated remarkably peaceful coexistence and political maturity exercises to certain extend.
The election exercise in the secret capital of Somalia and the region as such has two major objectives. One objective is to elect a president for the regional self governing body and the other one is to keep course and manifest their dedication to become independent from ruined south Somalia.
Apart from the exciting extremely primitive, polluted clan political agitations, Said Barre scholars in Hargeisa, are running against the Somali unity blindly for the last decade and they produced young generations in Hargeise who are ready to die in Las-anod for their clan agenda.
Just like Al Shabab, the political actors are mobilising secretly young people been electrified by subtle clan based hate following ala Said Barre era wh to invade peaceful places like Lassanod or perhaps lasqore to proof there beloved international Communities, British Empire and what they call “Somaliland friend” that Sool, Sanag and cyan is part of their alleged Republic..
They are able to do things like that soon at any time because they are miss used generations as far as the so-called Somaliland agenda is concerned.
To demonstrate the dimension of the fanatic altitude one is confronted in Hargeisa today, is that teachers refuse to register Jowhar, Mogadischu or Baidao as birth place of students. This not cheap smear campaign against any holly independence claims of the region but a reality that can be proven easily in the schools.
Take time and check it out before you react emotional.
To simplify this issue, Hargeisa is openly a tribal area according to the political class in Hargeisa. That is why Somali refugees in Hargeisa weren’t allowed to elect a somali president of the autonomy NW region of Somalia just like the Ormo, Amhara refugees are not Eligible to elect.
In other words and wisely thinking, Somali IDPS in Hargeisa are refugees in their own country but the primitive clan doctrine of the local politicians and highly qualified academicians in Hargeisa categorised them as external clans from South Somalia.
Politicians in Hargeisa literally manifested something which is against all Somali cultural, moral and social norms.
Paradoxically, the vast majority of the political elite, academicians and technocracies in Hargeisa used to live in the south before the collapse of Said Barre regime and weren’t all Mujahidin as they all claim today.
They used to live and intermarry perhaps with some of the refugee clans who are vegetating relatively in a peaceful environment in Hargeisa today in the various parts of South Somalia.
These gentlemen and women spent most of their life in Baidao, Kismayo Mogadischu, Bossao Beltweyen or elsewhere in the south and had perhaps good time with their people.
The Somali people in the south neither terrorised nor humiliated you and they had not committed any crime against you what so ever and they owe you no apology. The crime in Hargeisa was not carried on behalf of the Somali people in the South but in the name of a dictatorial regime and many of you was part of that regime.
Today you are discriminating, segregating and humiliating the same innocent brothers and sisters of the good old days in Somalia.
Coming back to an eventually coming up bloodshed in North West Somalia which should not be under estimated, the political class in the area are basically organised on clan bases and the “Somaliland” independence is just a farce.
Having said that, the people in Sool, Sanaag and Cyan are equally organised on clan bases and recently they establish a liberation front which will consequently lead to a bloodshed..
The signs of war in that particular area are getting more and more visible. It will be irresponsible from the side of the so-called Somaliland friends to fuel the situation through nonsense recognition agitations because these charlatans underestimate purposely the dynamics behind the fanatic clan matadors of both sides.
Peace loving and poor people in Togdheer and Sool and Sanaag will be the victims of the clan agenda warriors at the end of the day. The so-called Somaliland forces must go back immediately to their clan area so that peace will prevail in the area.
It is undisputable that the vast majority of the people in these regions don’t want what they call “Somaliland” except some political jugglers from these regions. You cannot force them to take your dictatorial political agenda with the help of few jugglers from las-canod.
They manifested their stand during this and last presidential election and should be respected if you claim for yourself to be a model for African democracy which is literally or to my opinion a hot air.
I must admit that this piece will raise the temper of some of the reads from NW Somalia which belong to but consider this please as a contribution to the democracy and freedom of speech which is a guideline for political recognition fabulously followed and practised in Hargeisa and else where in NW Somalia today

Moallim Hashi Mohamed Farah, Mogadishu governor for Hizbul Islam held a press conference in Mogadishu and said they ordered men to grow beard and shave moustaches.
The group banned radio stations in Mogadishu from playing music and songs and in April. Most of the radio stations complied the order.

Al Shabaab militants gave men the same order in Kismayo last year. The two groups imposed strict versions of Sharia in areas under their control, including banning of watching and playing football.

Somalia: U.S. Military Aid Denounced
WASHINGTIN ( Mareeg.com) - A second United States senator complained Thursday about American military assistance to Somalia’s government, which the United Nations considers one of the most flagrant users of child soldiers in the world.
Senator Russ Feingold, Democrat of Wisconsin, said in a letter to Secretary of State Hillary Rodham Clinton that the American government should press the Somali military to halt any use of child soldiers and “until we have that confirmation, I believe it is inappropriate to continue providing the T.F.G. with security assistance.” American officials said they have urged the Somali military not to recruit children but that with few American personnel in Somalia, it is impossible to guarantee this does not happen.

Somalia: Human Rights watch says Kenyan police abuse rights of Somali refugees
NAIROBI, Kenya, June 17, (Mareeg) —Human Rights Watch group said Thursday that Kenyan police are raping, beating and abusing rights of Somali refugees fleeing the violence in their country.
Human Rights Watch said in a report released on Thursday it spoke with victims of women who said police officers had raped them after
“A married Somali woman with four children, including a 12-day-old baby entered Kenya near Liboi around February 15, 2010 on foot, together with around 25 men, women, and children,” the report said.
“Suddenly we saw ten Kenyan police officers. They had long guns and were wearing green uniforms. When they saw us they shot in the air. Everybody started running, but I had my baby so I could not run. Three of them stopped me. I told them I had a 12-day-old baby and asked them to leave me alone. They ignored me and one of them kicked me on the right side. I fell over with my baby. Then he raped me, with my baby on the ground close by. Then one of the other two men raped me. The third man stood close by. When they finished, they let me go. I grabbed my baby and ran after the others.63,” a Somali refugee woman told Human Rights Watch, according to the report.
The report argues that the "organized nature of the police's extortion racket and abuses" is the direct result of Kenya's three-year closure of its border with Somalia.
The report says Kenyan police in the border area between Liboi and the camps arrest Somali asylum seekers, usually after they have failed to hand over money. Refugees told Human Rights Watch that police told them they were under arrest because they had “illegally entered Kenya” or were “illegally in Kenya.”
The report also says “Kenya has adopted an informal encampment policy for most refugees in Kenya, restricting their movement to the limited confines of refugee camps. Because the policy has never been justified and formalized in specific legal terms, it violates international human rights and refugee law guarantees of refugees’ right to freely move in their country of refuge unless certain specific conditions are met.”
In the end of the report, Human Rights Watch recommended that the government of Kenya take many measures including instructing police officers in the border areas to immediately stop arresting and detaining asylum seekers as they cross the border, investigate senior officers responsible for unlawfully arresting and detaining asylum seekers and discipline or charge any engaged in such crimes, and also investigate all incidents of refoulement where Kenyan police officers or soldiers are known to have forcibly returned refugees or asylum seekers to Somalia and take appropriate disciplinary action.

Ugandian Somali president s driver buried in Luwero
By Frederick Kiwanuka - Mareeg.com-ONE of the two UPDF peacekeepers killed recently in Somalia was buried over the weekend at his ancestral home in Kibula, Luwero district. Private Eriya Kabuye, 33, was killed by militants in the Mogadishu capital on June 3.
He had been attached to the Somali State House as one of the official presidential drivers.
Kabuye, who left a wife and three children, joined the army in 2003.
Lt. Michael Turiraba, a political commissar in the office of the UPDF’s chief of personnel and administration, on Saturday said Kabuye was killed by a mortar bomb as he returned to his base after dropping off Somali president Sheikh Ahmed Shalif at the airport.
Addressing mourners during the burial, Turiraba said Kabuye and a colleague, whose identity he did not disclose, were killed when a mortar bomb was fired at a parked car in which they were seated.
A death certificate from the African Union peacekeeping mission headquarters in Mogadishu, which was read to the mourners during the burial, stated that the soldier died of ‘severe burns from a massive bomb blast’.
Tempers flared during the funeral when soldiers blocked relatives from viewing Kabuye’s remains.
The soldiers insisted that they had instructions not to open the coffin.Viewing the body is part of the traditional last respects.
The commander of the UPDF peacekeeping contingent in Somalia, Col.Tumusiime Katsigazi, described Kabuye as an exemplary soldier.
In addition to buying the coffin, the army contributed sh300,000 to the construction of the grave and gave sh1m to the bereaved family.
Burundi and Uganda are the only contributors to the 5,000 AMISOM force in the war-torn Somalia. A total of 8,000 soldiers are needed.
About 38 soldiers have been killed since the force first deployed in March 2007. Of these, 19 were Ugandans.

Many Somalis disgusted Alasow for his articles showing the imminent risks from the support of Al-Shabaab and discovering the real name of Al-Shabaab’s militant leader Ahmed Abdi Aw Mohamud Godane who called himself as (Sheik Mukhtar Abu-Zubeyr).

i think all these men should just buzz off and let a woman be in power for a change for the whole country.. east, west, south and north of somalia. Its about time now we should think outside the box.. and dont let ignorancy and qabiil continue to kill the most vulnerable people who are by all means our sisters, mothers, aunts, children, brothers etc..
I think an educated woman with both cultural and religious values should lead this country for a change, I strongly believe that a woman will be more concerned with most people's welfare and needs.
NO COUNTRY IN AFRICA HAVE PHONES THAT ARE FREE TO CALL IN CERTAIN TIME LIKE SOMALIA, NO COUNTRY IN AFRICA HAS THE MOST CHEAPEST PHONE CALLS LIKE OUR COUNTRY.. CAN U THINK WHERE WILL SOMALIA BE TODAY IF IT WAS NOT FOR THE WAR?? WE WOULD HAVE BEEN MORE TECHNOLOGICALLY ADVANCED THAN MOST COUNTRIES IN AFRICA.. WE WOULDNT BE HERE STUCK IN THIS COLD..
I HATE THESE IGNORANT MEN WHO ARE NOW RULLING THE COUNTRY AND MIS USING OUR BEATIFUL RELIGION TO FIT THEIR SELFICH PURPOSE!! I HOPE THEY ALL ROTTEN IN HELL THEY SURE WILL...

He shed the light on the true color of Al-Shabaab militant group which Washington linked into the international terror network ‘Al-Qaeda’
Dahir Alasow, A senior Radio and TV journalist, a leader of a press watchdog ASOJ, the editor of waagacusub.com, and outstanding commentator with fearless check on actions of the political groups and others players through investigative journalism, plus defender of the public interest and voice to the voiceless through "the truthful tip of his truth pen"
The public support to Islamic insurgency in Somalia caused widespread abhorrence to the cartoonist Amin Amir and journalist Dahir Alasow but in 2010 they drawn the intention most Somalis because of their publishes as their websites became the most interested.
The Al-Qaeda linked group of Al-Shabaab threatened to kill Alasow and Amir but both men are still safe and live in Netherlands and Canada.
Alasow’s website www.waagacusub.com became the most logged on site by Somalis for its coverage over insightful news stories on the current and futures events.
Two years ago, Al-Shabaab militants banned people under their controlled areas from viewing waagacusub site as several people including journalists were killed for suspicion of working with Waagacusub media.
Some people believe that Alasow as man linking to Somalia’s top intelligence officers because of the documents published such the suicide bomber in Shamow Hotel in Mogadishu on 3 December 2009.
Dahir Alasow brings out factual news, articles and predictions on the political situation in Somalia as the current president Sharif Sheik Ahmed who was presaged by Alasow as he was the man allotted for the leadership of Somalia.

i think all these men should just buzz off and let a woman be in power for a change for the whole country.. east, west, south and north of somalia.

Djibouti, Somali presidents discuss security, reconstruction
MOGADISHU (Mareeg.com)-According to Djibouti TV, Djiboutian president
Ismail Omar Guelleh has received the president of Somalia's
Transitional Federal Government, Sheikh Sharif Sheikh Ahmad on
Thursday, at the Presidential Palace to discuss ways and means of
enhancing the security and humanitarian situation in Somalia. Apart
from the Djibouti president, Prime Minister Dileita Mohamed Dileita
and the secretary general at the presidency, Ismail Tani, and
Djibouti's ambassador to Cairo Mousa Mohamed Ahmad also attended the
discussions.
The Somali president, who was accompanied by a large delegation
composed of, among others, his deputy prime minister and minister for
finance Sharif Hassan Sheikh Aden and the charge d'affaires at the
Somali embassy in Djibouti Abdourhaman Mohamed Hirabe, told the press
that the discussions centred around the situation in Somalia, notably
ways and means of strengthening the country's security and Somalia's
reconstruction.President Shaykh Sharif Shaykh Ahmad said that during the discussions
with the Djibouti president, they both had the same views on the need
of pursuing inter-Somali peace efforts.
Questioned by our colleague Ramadhan Moussa about the sending of a
Djibouti force to support AMISOM [African Union Mission in Somalia],
the Somali president said the issue was raised during the meeting and
stressed that the situation is making positive progress. The president
added that peace in Somalia needs to be consolidated with the
participation of Somalia's neighbours.
The Somali president arrived in Djibouti yesterday from Ethiopia
where, on the sidelines of his meetings with the Ethiopian
authorities, he met the president of the semi-autonomous region of
Puntland, which is in the northeast of Somalia.
President Sharif concluded the interview by saying that the
differences between Somalia and Puntland are minuscule and that the
meeting with the Puntland president was the occasion to fix these
differences.
It is worth recalling that Somalia's Transitional Federal Government
signed a power sharing agreement on 16 March with a militia called
Ahlu Sunna Wal Jama'a [moderate Islamists].

Detainees in Mogadishu Central Prison are in Danger.Press Release
Date: 01 04.2010(Mareeg) Somali Human Rights Defenders Network ( SOHRIDEN ) calls on the Somali Transitional federal Government to immediately charge or release all the detainees in the Mogadishu Central Prison , who had been waiting a fair trial for Nine Months.
“ Legally , the detainee should have access to justice and get all their rights as enshrined in the Universal declaration of Human Rights and also in the Basic Principles for the Treatment of Prisoners, G.A. res. 45/111, annex, 45 U.N. GAOR Supp. (No. 49A) at 200, U.N. Doc. A/45/49 (1990 should be respected” .Said Zakarie Mahamed Shiikh Yusuf, the legal advisor of Somali Human Rights Defenders Network (SOHRIDEN),” We were expecting the TFG , when suspending all the existed laws in the country , what legal instruments should be applied with those detainees who were not yet charged or released.
As stipulated in Somali law that the detainees can be held in prison while their investigation is in process for not more than 120 days and the approved Islamic Sharia does not accept even one day to held a person in a prison with out fair trial.” Concluded Zakaria Mohamed Sh. Yusuf , the Legal Advisor of SOHRIDEN.
In the detentions centers, the TFG should had its precautions and set forth legal provision before suspending all the legal mechanisms in Somalia, including the TFG charter, to adapt in this transitional period which the Sharia law have been adopted by the parliament and not declared when implementing or not exercised yet.
“I am really worrying about the situation of my brother in the Central Prison, just kept there, without charging or releasing. I daily go there and feed him one time for every twenty four hours and if he is sick I look for him a doctor and medicine which the TFG authority failed to at least cover the meals and the health of the prisoners”. Said Mohamed Hassan Rooble, whose brother was detained before Nine Months .”We came here to know if there is HUMAN RIGHTS and also is there some people who are defending that rights, so please let our voices be heard by the rest of the world.” Conclude Mr. Rooble.
Maka M. Fidow also visited SOHRIDEN office and told that her father was vomiting blood and no body was caring him. She added that her conditions could allow her to even feed him daily let alone medication. All the prisoners are malnourished. They told us to all a doctor from the city and we are not able.”
“No detainees have charged or released from the Central Prison of Mogadishu for the last Eleven months, only new prisoners were coming”, said a senior officer from the custodian corps who requested animosity. “We don’t have here in the Central Prison all the basic requirements for the prisoners as caring their food , health and sanitation. You knew how loudly the head of the Somali Custodian Corps were denouncing the government and UNDP.
“ As many number of people remain detained without charge In the Central Prison of Mogdishu, without meals, health care and good sanitation, besides the continues ill-treatment and in some cases face torture send a very different message than what the suffering Somalis had been expecting from the TFG led by President Sh. Sharif ,” said Ahmed Kiimiko Chairperson of Somali Human Rights Defenders Network, Focal point of East and Horn of Africa Human Rights Defenders Network For Somalia. “It is high time for the government to follow the national Constitution and fulfill its human rights obligations. Those arrested should either be charged with a recognizable criminal offence or released.”.
SOHRIDEN calls also the transitional Federal Government, who is violating its international obligations and failed to ensure its accountability for human rights violations as well as denying those detainees in Mogadishu Central Prison to give them access to courts, legal counsels, and respect the international instruments of human rights
We also remind the transitional federal Government of Somalia to investigate possible incidents of death due to maltreatment , and malnourishment in the prison . We finally call the TFG of Somalia , that all of the detainees held without access to legal courts should be given their rights of access to justice and fair trial that can charge or release them.

Managing the status quo in Somalia is not an option
Nairobi, 26 March 2010 – On the eve of the Arab League Summit in Libya, the United Nations Special Representative for Somalia, Ahmedou Ould-Abdallah, today said that he was pleased with the momentum of the events taking place related to advancing the Somali peace process.
“We are a quarter of the way into the second year of the TFG’s term and managing the status quo is not an option. A number of firm and significant steps have been made that show the willingness and ability of the Government to use this transitional period wisely and for the benefit of the Somali people.”
Mr Ould-Abdallah said that the signing of an agreement between the Somali Government and Ahlu Sunnah Wal Jama’a which took place on the 15 March was an additional indication of the Government’s commitment to associate all willing parties towards restoring peace and reconciliation.
On the 23 March, Mr Ould-Abdallah, together with the Prime Minister Omar Abdirashid Ali Sharmarke and Ambassador Boubacar G. Diarra, head of the African Union Mission to Somalia (AMISOM) opened a meeting of the Joint Security Committee (JSC) in Nairobi. The meeting looked at the progress made to date in area of Security Sector Reform and discussed forward actions required in the area of the Transitional Federal Government’s national security and stabilization plan. Training initiatives supported by the European Union and the other members of the international community were also assessed.
“Increasingly, and at a realistic pace, the Government is working together with Somalis and its international partners to achieve the benchmarks within the framework of the Djibouti Peace Agreement,” Mr Ould-Abdallah said.
A three-week workshop in Djibouti convening members of the Independent Federal Constitutional Commission (IFCC) ended on 23 March with new parameters laid out for the Constitutional process. The Commission - previously made up of 15 members of the TFG - extended its participants to 30 and appointed a new Chair. The group agreed on an organizational chart, delegating responsibilities to various standing committees and thematic subgroups in areas such as civic education, legal affairs and public awareness. The IFCC is expected to have a final draft Constitution prepared by the 1st of July.
Following up from a meeting held in December last year in Jeddah where the TFG presented its priorities to the International Contact Group (ICG), a meeting of the group hosted by the League of Arab States (LAS) will take place on the 21 and 22 April in Cairo. The meeting will survey what has been achieved and determine what tasks require urgent undertaking.
In accordance with Article 11 of the Djibouti Agreement, a conference addressing Somalia’s Reconstruction and Development is expected to take place on 22 May in Istanbul, hosted by the Government of Turkey. High level participation from Somalia and its partners will convene to discuss concrete projects.
Mr Ould-Abdallah said he met with the Spanish Minister of Foreign Affairs and Cooperation, Miguel Ángel Moratinos Cuyaubé, his Secretary of State Angel Lossada Torres-Quevedo and their close associates in Madrid to outline plans for the upcoming meetings and conferences in Cairo and Istanbul. He said that that the Minister expressed his Government’s continuing interest in raising the international profile of Somalia to help promote stability and security and address piracy off the Somali coast.
“Even though it is still faced with a number of critical challenges, the Somali Government is increasingly a credible partner. If it and the international community stay the course and remain focused, by August 2011 Somalia will have a solid foundation on which to build.”

Final Declaration by the Global Centre for Renewal and Guidance
The Conference of Peace and Reconciliation of Somalia that was attended by notable Islamic scholars took place in Dubai on 13 – 14 March 2010.
The Conference outlined the following decisions:
Fighting and killing amongst Muslims is prohibited by Sharia law;
Somali people should join and support the Somali Government in order to achieve security and stability in Somalia;
Fighting amongst Somalis, who are Muslims and from one nation, is not considered “Jihad”, it is prohibited by Sharia law;
Accusing the Government of not enforcing Sharia law and using it as a pretext to enforce it by ordinary people is prohibited. Restrictive ordinance of God should be enforced by credible authorities during times of peace and stability not during anarchy and war. It is against Islamic Sharia to execute restrictive ordinance of God during war or accuse other Muslims of being infidels. This should be left to the authorities.
The Conference made the following Recommendations:
The Governments of Arabic and Islamic countries must help and support the Somali Government;
Islamic scholars should raise awareness and educate the Somali Diaspora around the world;
Ahlu Sunnah Wal Jama’a should sign the agreement with the government as soon as possible;
The Conference of Somali scholars should announce these recommendations and create a plan to rid Somalia of conflict and work towards peace and stability. This is the real “Jihad”. A plan for life, not for death. A plan to reestablish and reconstruct government's institutions and unite the government and parliament to work towards peace.

Mareeg Fact box: Puntland’ mysterious assassinations corruptions cause for concer
Situation in puntland worries many Somalis as well as international community, the area witness increase of planned assassinations and organised crimes. This is not what people have hopped for a year ago when puntland went smooth power transmission. Currently administration led by Faroole made their manifesto for the election: security and economy. The time of president Cade, puntland law enforcement weakened and people were expecting Faroole would strengthen and enhance it. That hasn’t happened and the situation got worst than it was. Situation in Puntland reminds many somalis what Mogadishu was 4 years ago, daily assassination without knowing who is behind. Here I try to go through the reason I think, why things are getting wrong in Punland.
Puntland Formation
Many people in puntland are internal displaced people by the war in south Somalia. Beginning 1991 different parts of societies sat together and formed local authority under clan leaders in some parts of puntland (Bari, Nugaal and Mudug). That was good start but yet not enough, therefore they sat again aiming to form a broader and more powerful administration which is capable to deliver basic security and services. By contrast the will of people of puntland, the puntland politicians seen creating more powerful administration is a path to villa Somalia where great Somali is administered and that hidden agenda of politicians made whole puntland project handicap from the start. From 3 years puntland formation things got worsen when two puntland politicians Jama Ali Jama and Abdullahi Yufuf each claiming president received supports from varies Somali groups (Arta and SSRC) clashed. Many business and intellectual community started to leave the area and faith of puntland project nearly vanish.
Abdullahi became Somalia president
In 2004 ex-president Abdullahi got his dream job and became Somali president while Cade, an ally Abdullahi in SSDF and rival in the war against Jama Ali Jama was elected president of puntland. Hope of people in puntland once again started to shine shortly, many people used to say puntland problem is Abdullahi by the time he leaves things will get better. People received warmly Cade presidency and hoped from him change but that didn’t happened. Cade selected same team who run the country more than 6 years with incompetence and corruption. He tried to raise the hope of people by speaking good words but practically he never delivered any changes, till his last day he kept playing same song “I understand your concerns about my administration and I will do something about it”.
Faroole coming to power
Faroole was not new to Puntland politics, he was member of Abdullahi and Cade governments. One of his biggest mistake in politics was when he tried to kick Cade government out from Garoowe by using his own militia. Government troops drove his militia out of parliament building and people in Garoowe including the clan leaders told him to leave the city. He never calculated at that time one day in this town he will sit as an elected president and same people who once told him to leave the town will welcome him warmly.
People of puntland who tired with Cade regime welcome the change and some of them were even more optimistic about Faroole election, they believed he is an educated civil person whom at least has record of management.
Same as his predecessors, Faroole had no agenda about puntland development and prosperity. First thing he had in his mind was minerals and oil deals with foreign companies. The issue he clashed with Cade when he was minister of Cade government.
Puntland oil and minerals
An Australian company Range Resources started mining and oil search in puntland, initially the mediator between company and puntland government was Mr Dholowa, a scholar and member of Somali community in Australia. When Range Resources and puntland government negotiation progressed, Mr Liban Boqor, a business man and relative of the president Cade jumped into the negotiations and took the role of Mr Dholowa.
Mr Dholowa turned to Faroole who is also a member of Somali community in Australia and minister of Cade government at that time, soon rifts between Cade and Faroole immerged. Finally Faroole left the county and also Mr Dholowa who then started campaign against Cade government and puntland as whole by using Somali Radio station based in Australia and somali homepage called Somlitalk.
When Faroole was elected he named Dholowa, manager of puntland oil and mineral agency. Faroole and his trusted and right hand minister Ilko-Jiir and Dholowa started re-shaping oil and mineral deals that Cade government made with African oil, a partner of Range Resources. They claim we need to re-correct these deals for benefit of people of puntland but reality written contracts stay the same as they were in Cade government. Three men made together a lot of expensive trips with money of poor puntland tax payers to negotiation with oil and mineral companies as well as TFG, they finally successfully approved oil and mineral deals from puntland parliament which is known to have full of corrupted members.
Even though many people would like to see development of puntland oil and minerals reserve but they aware Faroole and his team are not right people for the job. They left security to get worsen and they left economy unreformed bad shape and education budged less 5% and etc. Most of his 54 ministers are from Diaspora, they couldn’t do well the competitive life in the west and don’t have provable good record for the job they assigned to run. There is no process in puntland that defines how to select officials, president can write anytime a letter and send to the media to announce selection or replacement an official without consulting people and person him/her-self.
I will like to conclude my article what profossor Samatar said “waxaa wadanka ka arimiya dadkii iyagu shaqada rabay, wadankuse wuxuu ubahan yahay dadkii shaqadu rabtay ama hogaanka wadanka ehelka u ahaan”.

Somalia Agriculture and its Current Problems
Mareeg.com-Somalia has been without a functioning central government or systematical law and
order for almost two decades.
The National Association of Somali Science and Environmental Journalists (NASSEJ)
would like to agglomerate different options about the past and current Somali
agricultural processes and aggrandizes how Somalia agriculture was.
The “Horn of Africa” is a name used for the bulge in the Eastern corner of Africa.
Most of the Horn of Africa’s coastline is within the nation of Somalia. Somalia is
an L-shaped country. Its longer coast is along the Indian Ocean, and its shorter
coast is along the Gulf of Aden.
With an area of 246,200 square miles, Somalia is almost as large. But much of the
nation is desert, and part is mountainous, leaving only a few areas of fertile land.
Most of Somalia’s 3.4 million people live in these small fertile areas.
The Somalis are descended from both African and Asian peoples. They are Muslims, and
they live by raising livestock. In the 19th century, the land of the Somalis was
divided into British, French, and Italian colonies. The French colony became the
nation of Djibouti, and the Italian and British colonies were joined together to
form the independent nation of Somalia in 1960.
Somalia is fertile and arable land which has reliable rainfalls mostly as well as
most of Somali regions are suitable for agriculture but now there are no countrywide
sectors polices and regulatory frameworks. In addition, there is a lack of training
institutions and facilities to develop a new cadre of professionals.
By far the most important sector of the economy is agriculture, with livestock
raising surpassing crop growing fourfold in value and earning about three-fifths of
Somalia’s foreign exchange.
Agriculture in Somalia is divided into three sub-sectors. The first is nomadic
pastoralism, which is practiced outside the cultivation areas. This sector, focused
on raising goats, sheep, camels, and cattle, has become increasingly
market-oriented. The second sector is the traditional, chiefly subsistence,
agriculture practiced by small farmers.
This traditional sector takes two forms: rain-fed farming in the south and
northwest, which raises sorghum, often with considerable head of livestock. The
third one is export and market-oriented farming on large irrigated plantations along
the lower Jubba and Shabelle rivers.
The ancient Egyptians called this region the Land of Punt, or “God’s Land,” and
Somalia was said to be the source of the frankincense and myrrh mentioned in the
Bible.
Existence of “High Potential Areas”
The presence of the Juba and Shabelle rivers and their associated broad flood plains
provide the highest potential for agricultural production. Only a part of suitable
agricultural land is currently utilised, thus allowing for future expansion and
development where sufficient water is available to allow for sustainable expansion.
Farmers in Somalia are receptive to new ideas and practices if the information is
appropriately presented. Frustration from frequent crop failures and food shortages
has created a desire for alternative sustainable solutions that can prevent further
erosion of livelihood security.
Existing results from pre-war agriculture research provide opportunities for
production increases through, for example, the introduction of crops and varieties
that have previously shown to be adapted and appropriate to Somali farmers.
Natural Resource Base
There is considerable scope for increasing the productivity of land currently under
cultivation, in places where crop yields are typically low.
The expansion of cultivated land may be limited by availability of irrigation water,
a factor that will need to be taken into consideration to prevent the
overexploitation of water reserves.
However, farming households may find it difficult to introduce new techniques or
utilize new and improved inputs for fear of failure or insufficient market
opportunities.
Unsolved Land Tenure Issues of Land Dispossession
In Somalia, land has traditionally been under communal ownership even though
individuals are assigned specific areas for cultivation. The consequences of the
1975 land law, massive displacement during the civil war and continued inter-clan
conflicts have all created major changes in ownership.
It is expected that the return of peace and security may cause a dramatic increase
of land disputed as displaced people and absentee owners strive to recover lost
areas. Unless properly addressed, this can be a source of renewed fights and
conflicts.
Lack of Saving Capacity
Poverty is a vicious circle from which it’s extremely difficult to emerge. Poor
households have no savings or assets to use as investments in new ventures, they
have no access to credit and failure may cause further indebt ness or starvation.
Lack of Agricultural Infrastructure and Inputs as well as Services.
Somalia civil war saw the destruction of agricultural infrastructure as well as the
collapse of the main cash crop production bananas, limes, cotton, rice and sugar
cane.
There is also a lack of agricultural inputs and services due to lack of availability
and access.
Nevertheless, the knowledge and information on up to date farming practices is very
limited as well as there is lack of information about inputs, not only among farmers
but also among traders and suppliers.
Pests and Diseases
Pests and diseases are greatly affect the crop productivity as well as the
conservation and storage of crop products. Some diseases may also constrain the
future possibility of re-starting crop products.
In addition to that, a new disease that affects the tuber crop and that could
jeopardizes the food security is hunting Somalia farms currently and this disease is
called (Cassava Brown Streak Virus) and is associated with the Cassava Mosaic
Disease too.
Poor Crop and Varietals Diversity
Within each of the different crops grown in there is a lack of varietal diversity
and the limited choices of crops and varieties suggests that farmers are not well
buffered against biotic and aboitic stresses which increase their risk to crop loss.
In addition, there is a new vegetative materials has been introduced in Somalia in
the last two decades.
Therefore, Somalia has practically not benefited from the progress of crop research
in the world for close to three decades.
Lack of Agricultural Research and Limited Access to Information
Since the collapse of Mohamed Siad Barre’s regime in 1991 there is no national
agricultural research system in the country therefore linkages to agricultural
research organizations outside in the country are weak and consequently there is
very limited access to information relating to the new technologies.
Finally, the changes that have been taken places in the international agricultural
research agenda in recent years such as the greater focus on marginal areas like as
dry lands and on markets have yet to be applied in Somalia.
Best Regards
Daud Abdi Daud
Cheers

most of Somali regions are suitable for agriculture but now there are no countrywide
sectors polices and regulatory frameworks.
